County Takes Steps on Union Recognition Process, but Draft Still Falls Short.
Recently, the Boulder County Commissioners proposed a draft resolution providing a union recognition process for County employees. For over a year, County employees and community supporters have urged the Commissioners to adopt a process to allow employees to form a union.
The draft represents progress over past negotiations in some areas. For example, it provides that County managers would remain neutral in the workplace on the issue of a union.
However, the draft does yet not provide a model union recognition process, as many county employees and community supporters have urged. It falls far short of model laws such as the Employee Free Choice Act, recently passed by the U.S. House of Representatives and supported by scores of groups such as Human Rights Watch. It even falls short of the 64-year-old Colorado Labor Peace Act.
The Commissioners are holding a
public hearing on the draft resolution on Thursday, April 19 at 7 p.m. at the County Courthouse at 13
th and Pearl Streets in Boulder. County employees will be speaking.
