Contract Summary
Below are some of the changes and improvements that were made in the union contract. New contracts with the actual language will be printed up and distributed. In the mean time, if you have questions, contact your bargaining committee.

One year agreement: January 26, 2009 through December 31, 2009
Raises that help correct the seniority gap:
· 2.75% increase for all employees hired prior to January 1, 2007
· 2.5% increase for all employees hired in 2007
· 2.4% increase for all employees hired in 2008
· 0.5% increase to 2008 scale for all 2009 hires
The new union contract/collective bargaining agreement…
Lifts the 10% wage increase ceiling that existed for employees moving to a new position within a related job family
Establishes a more consistent standard for language premiums, while ensuring current language premiums continue
Provides a premium for LPCs and LCSWs supervising employees for Licensure; hope to make it easier for employees to find a co-worker to supervise them
Clarifies Serious Illness Bank (formerly Sick Reserve Bank) Usage So That Employees Do Not Have to Use 24 Hours of PTO to Access Sick Reserve Bank if Hospitalized or with FMLA eligibility
Values seniority within division, not just worksite or department, during reductions in force (lay offs) and allow more senior employees to replace least senior employees in same job title within another division
Strengthens Labor Management Committee
Enhances participation in Quality of Care Committee
Inserts sleep interruption pay for residential counselors into contract and gives MHCD the ability to grant partial shift time off requests and only pay sleep time to the employee who covers a partial shift and be flexible with an employee who requested the partial shift off
Ensures that employees are reimbursed for car damage
Establishes a joint commitment to discuss and address workspace concerns
Health Insurance Plan for 2009:
NO CHANGES TO THE FOLLOWING BENEFITS:
· PCP Co-Pay remains $20
· Specialist Co-Pay remains $30
· MRI/CT/PET still no co-pay
· X-Ray/Radiology still no co-pay
· Generic prescription co-pay remains $10
· Outpatient psych co-pay remains $30
· Eligibility for benefits remains at 25 hours per week
CHANGES TO THE FOLLOWING BENEFITS:
· 90% MHCD / 10% employee cost share for outpatient surgery and hospitalization with an annual out of pocket max of $2000 individual / $4000 employee & children, employee & spouse and family (previous net cost to employee for hospitalization was $1050; this is only an increase of $950)
· Raise prescription co-pays from $20 brand name / $40 non formulary to $24 brand name / $48 non formulary for a 34 day or less supply (Generic co-pay remains $10)
· Change Mail Service Prescription program from buy 1 month’s supply, get 2 months free to buy 2 month’s supply, get 1 month free
· Delay enrollment for new hires to the first of the month following the month after the date of hire
· Raise Urgent Care Co-pay from $20 to $35
· Raise Emergency Room Co-pay from $100 to $125
· Define Domestic Partner health insurance coverage for same-sex couples only but grandfather in all domestic partners prior to Feb 1, 2009
· 90% MHCD / 10% employee cost share for ambulance usage with an annual out of pocket max of $2000 individual / $4000 employee & children, employee & spouse and family
